AppServers Remain in "Starting" State After Update

Problem
Following a RecTrac Update, all AppServers remain in a "Starting" state, with no agents starting. Databases and WebSpeed connections run successfully. Leads to VIC and Event Timer outage. Restarts in all forms do not resolve.
Error Message
Most AppServer.server logs - for example - the EventLive.Server.log in <x>:\VSI3\Logs will display this entry immediately after turning on:

Solution
Unknown issue with AS_config.txt, NS_Config.txt not updating due to AS_config.lk and NS_config.lk presence during update that do not allow for modification in the DLC117_wrk directory. Deleting all four files and restarting AppServers to regenerate them re-enables functionality.
Steps For Solution
- Ensure all AppServers are fully turned off. The easiest method to turn off AppServers: Go to Windows Services and set AdminService11.7 to Manual startup then restart the server. (Contact VS if shutting completely down is not an option).
- Go to the <x>:\VSI3\Progress\DLC117_wrk directory and delete all AS_<xxxxxx>config.txt, NS_<xxxxxx>config.txt, AS_config.lk, and NS_config.lk files (the two .lk may not be there). Sort by date modified to most easily find them.
- Set AdminService11.7 back to Automatic startup in Windows Services and turn on.
- Wait for 5 - 10 minutes and log in to OpenEdge Explorer. AppServers should be running as Active again with multiple agents.
- Confirm with staff that VIC and Reports are functional again.
