Error when starting Fathom probe
OE Explorer/Management cannot be started by the AdminServer
OE Explorer/Management cannot be started manually with the fathom -start command
fathom -start results in errors (10148) (9661)
The java process associated with fathom starts, remains running for 30 seconds then dies, returning error (10148) (9611).
During its short lifetime the process managed to open the fathom http port (9090 by default), as per netstat output:

ICMP test (ping) fails using the machine's hostname:

However, ICMP test (ping) succeeds using the machine's local IP.
Solution
The fathom web server is spawned automatically when the AdminServer starts.
This attempt to start fathom web server fails, but the AdminServer remains running normally.
Windows firewall is disabled
The AdminServer log reads:
* Error starting Fathom probe: 'Unable to establish loopback connection' (10148)
* recorded as exception # in file ads0.exp.
* Fathom startup failed. (9661)

Caused by:

Solution: A third-party personal firewall is interfering with the inbound/outbound traffic of the fathom java process. Need to disable or configure the firewall to allow the fathom web server to communicate through it.
