10.3 and 3.1 'Unable to connect to the application server' after a server reboot.
Problem
RecTrac fails to load after a server reboot. Clients are getting the message

When checking the admin service for Open Edge. The service appears to be started but you are unable to restart the service.
Solution
Typically this is a symptom of the admin service lock file still being present after an abnormal server reboot. To correct the issue, go to Windows Services and Stop the Admin Service for OpenEdge.
Next browse to :\vsi\oemgmt\config and delete the admsvr.lock file.
Restart the Admin Service for OpenEdge. Verify that you can access the OEManager (http://localhost:9090, if running 10.3 or http://localhost:9093, if running 3.1) and then try to connect to your RecTrac database.
