Possible errors:

Message (throw): Error starting Fathom probe.
Message (excp): Error opening project Fathom database: $OEM/config/fathom.odb
Fathom startup failed. (9661)
Exception creating binding resources Container
Error starting Fathom: com.progress.isq.ipqos.resources.watch.DBWatch cannot be cast to com.progress.isq.ipqos.resources.plugins.database.DatabaseInstResource (10148)

OpenEdge 11.3 and later use these steps:
In OpenEdge 11.3 and later, the resource database was changed and is stored in the $OEM/config/configdb directory.
1.Stop the AdminServer
2.Rename the configdb folder ($OEM/config/configdb)
3.Start the AdminServer
