3.1 After updating to Progress 11.7.5, AdminService starts but nothing happens

Problem
After updating to Progress 11.7.5 the AdminService starts in Windows Services but OpenEdge Explorer is not accessible and no Progress programs start up in Windows task manager; _dbagent.exe, _progress.exe, _proapsv.exe, mprshut.exe and _mprosrv.exe.
