Solution
If you are 100% sure the RSA Encrypted Key in the CardConnect Profile is correct, then check the CardConnect Site Name. It is Case Sensitive and should be vsi.
For Example: The site name in your profile/device should be entered as vsi. If entered as VSI, then you will get this error until the CardConnect Site Name is changed to 'vsi.'
