10.3 and 3.1 ETS Refunds Show a Status of Stopped on the Web Portal

Problem
Refunds are being flagged on the ETS portal as "STOPPED."
Solution
ETS/Elavon have initiated a policy to crack down on fraudulent refunds. If the refund amount is less than the purchase amount, the transaction is flagged as stopped. The money will not be refunded back to the credit card until manual action is taken.

- Login to the ETS portal and manually process the flagged refunds.
